The Buildings

Each set of stairs leads to the top of its associated tank. From here the interconnections between the huge tanks can be seen, which allow the plant to be either operated as a whole or in two halves. Unfortunately all the doors are locked, there's nothing else to see and the stairs simply stop, and so we return to ground level.
